Supplies Needed:

PSP 8 - Free Trial Version, Click "Here"

 

1.  Open up a 200 x 200 transparent image

2.  Pick a dark color for your foreground color - mine is #104770

3.  Pick a lighter color for your background color - mine is #017ACD

4.  Set your foreground color to gradient and use the following settings - Foreground-background, angle 0, repeats 1

5.  Effects, Texture Effects, Blinds and use the following settings:  Width 5, Opacity 40, Black, Light from left/top ticked.

6.  Effects, Reflection Effects, Kaleidoscope

7.  Effects, Image Effects, Seamless Tiling - corner, Bidirectional, Horizontal offset 1, Vertical offset 1, Transition 50, Linear.  Alternative...use Simple Quick Tile Filter if you have it.  You may want to go into Adjust, Sharpness, Sharpen if you are using a lighter color for your tile.

This was done from a gold fill tile and sharpened twice.  This makes a great table background.
